THE CHALLENGE
A dedicated workforce needed clearer processes
In the 18 months preceding the Army’s March 2026 report, the depot experienced workforce departures associated with voluntary retirement incentives and concerns about possible closure. When leadership asked the workforce what needed to change, team members were specific. They wanted:
Clear metrics
so every team knew how performance was measured
Meetings that produce outcomes
not long sessions that ended without decisions or owners
Stronger investment
in personal and professional development
The depot also needed more consistency across its industrial operations, so problems would surface early and get resolved before they affected readiness.

at every level, not follow-through that varied by leader

Why this matters across the Organic Industrial Base
Military commanders rotate every two to three years. A culture that depends on one leader’s style resets with every change of command. A culture built on a shared system keeps running. That is the gap Process Based Leadership® is designed to close.
CSI worked with depot personnel to build systems that encourage communication, strengthen accountability and support a workplace focused on trust and measurable success. The approach combined leadership development with hands-on coaching, emphasizing engagement, predictability and consistent performance standards.
Red River’s reported Process Based Leadership structure brings together four elements:

CSI evaluated culture and leadership across every tier and found one shared trait among RRAD’s leaders: the drive to be better.

2. Train leaders, then every team
Classes began with the depot commander engaging participants. The goal: every team member trained, not just supervisors.
3. Make performance visible
Transparent scorecards and clear expectations show every team where it stands. Action registers record what will be done, by whom and by when.
4. Install it, then sustain it
Continuous assessment and a resourced sustainment phase, with ongoing education and support, keep the system from fading after rollout.
WHERE RED RIVER STANDS
Full PBL implementation and focus held through disruption
In early 2026, Red River began full implementation of Process Based Leadership® across the organization. Depot leadership reported that the structure helped maintain focus on production, people, and safety through workforce changes and uncertainty. Training continues through the year, with every depot team member scheduled to complete it before the end of 2026.
